Aktar possibilitajiet fil-qasam tas-saħħa
Iffirmat ftehim bejn il-Gvern Malti u dak Ċiniż dwar mediċina kumplimentari u alternattiva
Waqt laqgħa li saret bejn il- Ministru għas-Saħħa, l-Anzjani u Kura fil-Komunita Dr Joe Cassar u l-Ministru għas-Saħħa taċ-Ċina, Prof Chen Zhu, ġie ffirmat ftehim ta kollaborazzjoni bejn iż-żewġ pajjiżi dwar mediċina kumplimentari u alternattiva.

Waqt id-diskussjonijiet ġew diskussi aspetti ta kif iċ-Ċentru Reġjonali tal-Mediterran dwar il-kura tradizzjonali  Ċiniża, li jinsab f’Kordin, jista jwessa id-dimensjoni tiegħu sabiex jiżviluppa firxa aktar wiesa ta servizzi u jipprovdi taħriġ kemm lill-professjonisti Maltin u wkoll dawk barranin. Il-Gvern Ċiniż qabel ma din il-proposta li kienet ġiet imressqa mil-Ministru Cassar u offra kull għajnuna biex dan iseħħ.
Matul din iż-żjara ġie ffirmat ftehim ta kooperazzjoni bejn iż-żewġ ministeri bl-iskop li :
1.       Titkompla u tissaħħaħ il-kooperazzjoni bejn iż-żewġ pajjiżi sabiex jitmexxa iċ-Ċentru Reġjonali tal-Mediterran dwar il Kura Tradizzjonali Ċiniża, u jipprovdi servizz kemm għal pazjenti Maltin kif ukoll dawk barranin
2.       Professjonisti Ċiniżi li huma kkwalifikati fil-Kura Tradizzjonali Ċiniża jipprovdu servizz f’dan iċ- ċentru
3.        Iċ-ċentru jipprovdi taħriġ lill professjonisti fil-qasam tas-saħħa dwar din it-tip ta kura
4.       Iċ-Ċentru jikkolabora mal-Universita ta Malta dwar taħriġ fil-Kura Tradizzjonali Ċiniza
 F’laqgħat oħra mall-Viċi Gvernatur He Quan u uffiċċjali tal-Ministeru tas-Saħħa mill-provinċja ta Jiangsu, liema provinċja kienet responsabbli sabiex tipprovdi l-professjonisti għaċ-ċentru ta Kordin, intlaħaq qbil li jkomplu d-dikussjonijiet fuq livell tekniku sabiex iċ-Ċentru ta’ Kordin jiżviluppa f’ Ċentru Reġjonali għall Kura Tradizzjonali Ċiniża għall-Mediterran kollu.
Il-Ministru Chen Zhu ħa l-opportunita sabiex jirringrazzja lill-Gvern u l-poplu Malti għall-appoġġ u s- solidarjeta u l-għajnuna li ngħatat lill ħaddiema Ċiniżi li ġew evakwati matul il-kriżi fil-Libya filwaqt li awgura li l-kooperazzjoni bejn iż-żewg pajjiżi tkompli timmatura u titkattar fis-snin li ġejjin.
Il-Ministru Cassar esprima s-sodisfazzjon tiegħu dwar l-andament ta’ din iż-żjara u qal li dan huwa pass ieħor sabiex il-kura tas-saħħa f’Malta tiġi ddiversifikata u mtejba għal ġid tal-pazjenti.
Il-Ministru Cassar, li mexxa delegazzjoni Maltija, kellu wkoll diskussjonijiet bilaterali ma uffiċċjali tal-Ministeru għas-Saħħa Ċiniż kif ukoll żjarat fi sptarijiet f’Beijing u Nanjing.

Is-servizz tal-X-Rays ser jibqa’ jingħata 24 siegħa kuljum miċ-Ċentru tas-Saħħa tal-Mosta sakemm jinħareg avviż ieħor.

In-numri tat-telefon taċ-Ċentru tas-Saħħa ta’ Birkirkara huma 21494960, 21494961, 21494962.  Il-pubbliku huwa mitlub juża dawn in-numri ghal kull bzonn li jista’ jinqala’.

Il-proġett, li qiegħed isir b’investiment ta’ nofs miljun ewro għandu l-iskop li li l-pazjent ikun jista jinqeda f’ambjent isbaħ filwaqt li l-professjonist jaħdem f’ambjent aktar komdu.  Il-proġett ta tisbiħ se jippermetti wkoll żieda fis-servizzi offruti f’dan iċ-ċentru li se jinkludi wkoll operating theatre li ser jintuża għal-interventi zgħar. Ix-xogħlijiet fiċ-ċentru tas-saħħa tal-Mosta se jinkludu tisbiħ radikali tal-post, b’tibdil tas-sistemi tal-elettriku u tal-ilma  kif ukoll tqassim aħjar taċ-ċentru.

Is-sena li għaddiet twasslu aktar minn 160,000 servizz minn dan iċ-ċentru, fosthom 39,000 viżta medika, 3,000 viżta fid-djar tan-nies, 10,000 servizz ta podjatrija u aktar minn 8,000 x-ray. 

Il-Ministeru għas-Saħħa, l-Anzjani u Kura fil-Komunita u d-Dipartiment tal-Kura Primarja jirringrazzjaw lill-professjonisti u ħaddiema li ta kuljum iwasslu s-servizzi tal-kura primarja fiċ-ċentri tas-saħħa, bereġ u anke fid-djar tan nies.

STQARRIJA MILL-MINISTERU GĦAS-SAĦĦA, L-ANZJANI U KURA FIL-KOMUNITÀ


L-Oppożizzjoni tipprova xxekkel il-pożittiv li qiegħed joħroġ mill-konferenza tal-WHO

F’attentat biex ixxekkel il-kummenti pożittivi li pajjiżna qiegħed jikseb waqt il-konferenza tal-Għaqda Dinjija tas-Saħħa li qed issir f’pajjiżna, l-Oppożizzjoni illum sejħet konferenza tal-aħbarijiet oħra biex tkompli tmaqdar il-ħidma ta’ eluf ta’ professjonisti tas-saħħa.

F’dik li sfortunatament kienet mossa prevedibbli, filwaqt li għandna professjonisti ta’ fama li qed ifaħħru dak li inkiseb mill-professjonisti Maltin b’riżultat tal-politika tal-Gvern, l-Oppożizzjoni qed tkompli tippersisti b’dak li issa drajna; tmaqdir biss.

Għal darb’oħra, wara daqstant snin il-kelliema għall-Oppożizzjoni ma tkellmitx dwar politika u, bħas-soltu evitat li tersaq lejn xi argumenti li jistgħu iservu ta’ bażi għal politika fil-qasam tas-saħħa.

Filwaqt li l-Gvern, permezz tas-Segretarjat Parlamentari għall-Anzjani għandu pjanijiet biex jiżdiedu is-sodod fil-komunità, fil-ġimgħat li ġejjijn se jinħareġ tender li finalment se jwassal biex tinħoloq sistema teknoloġika li permezz tagħha t-tobba tal-familja ikunu jistgħu jordnaw mediċini li huma imniżżla fil-formolarju tal-Gvern (mediċini b’xejn).  Fil-mument it-tobba tal-familja diġà jistgħu jibdlu dożi ta’ dawn il-mediċini.

L-Oppożizzjoni naqset milli tirrikonoxxi li l-fatt li qed jiżdiedu l-operazzjonijiet qed ifisser li aktar persuni qed jiġu operati malajr.  Fil-qasam tal-ortopedija biss iż-żieda fin-numru ta’ operazzjonijiet hi waħda sostanzjali.  Fil-fatt filwaqt li fl-ewwel sitt xhur tas-sena li għaddiet saru 2,235 operazzjoni minn dan id-dipartiment, fl-ewwel sitt xhur ta’ din is-sena saru 2,658 operazzjoni, li jfisser żieda ta’ 423 operazzjoni.

Il-Gvern iħabbar ukoll li għal darb’oħra intlaħaq ftehim biex aktar eżamijiet tal-MRI jiġu outsourced u jsiru fil-privat, mingħajr ħlas għall-pazjent.

Dwar il-professjonisti imsemmija waqt il-konferenza tal-aħbarijiet, inħarġet sejħa għall-applikazzjonijiet mill-Public Service Commission, li qed tiġi proċessata. 

Is-servizzi tas-saħħa lokali ħadu spinta qawwija ‘il quddiem grazzi għal politika li wasslet biex il-Gvern, anki f’nofs leġislatura, jiddikjara b’mod ċar dak li jixtieq jagħmel.  Għalhekk illum pajjiżna għandu politika ċara dwar is-saħħa sesswali, l-obeżità, u l-kanċer fost affarijiet oħra.   Huwa għalhekk li pajjiżna għandu biex ikun kburi li, anke waqt il-konferenza tal-Għaqda Dinjija tas-Saħħa, id-Direttur Reġjonali rreferiet għal Malta bħala role model għal pajjiżi Ewropej.   Iżda dan iċ-ċertifikat ma ntgħoġobx mill-Oppożizzjoni.

Il-Ministeru għas-Saħħa, l-Anzjani u Kura il-Komunita jikkundanna bla riżervi artiklu irresponsabbli li ġie ppublikat bi prominenza fil-ġurnal kulħadd.

Il-Ministru Cassar kategorikament jiċħad li l-Ministru qatt ippubblika ritratt li b’xi mod kien intiż li joffendi lill xi ħadd, jew lill-Dott Muscat.

Ir-rappurtaġġ qarrieqi tal-ġurnal huwa mikxuf mill-fatt li l-eluf ta persuna li jużaw il-facebook ilkoll jafu li kull min irid jista jagħmel tag ta persuna fuq kwalunkwe ritratt, u dan jidħol awtomatikament fir-ritratti tal-persuna konċernata.

Hija tassew ħasra li l-ġurnal waqqa il-ġurnaliżmu daqshekk f’livell baxx biex jattakka lill-Ministru Joe Cassar b’mod personali.

Sadattant l-istess ġurnal ħass li l-fatt li l-bieraħ il-WHO reġjun Ewropew qalet li Malta hija ta eżempju għall-pajjiżi Ewropej kollha, ma kienitx aħbar li kien jixraqilha post, imqar żgħir, f’ġurnal ta 40 paġna!

B’referenza għall-dak li ġie rrappurtat f’intervista mal-kandidat laburista Dr. Deo Debattista il-Ministeru jinnota li l-gazzetta konċernata qatt ma kkuntattjat il-Ministeru sabiex tivverifika il-fatti.  U dan minkejja li li l-Ministeru ġie avviċinat għal 2 stejjer oħra mil-istess gazzetta din il-ġimgħa.

Il-Pubbliku għandu jkun mgħarraf li f’każijiet fejn it-tabib tal-familja, bħal Dr Deo Debattista, ikollu suspett li l-pazjenta ikollha kundizzjoni serja, dan jista jikkuntattja lill-konsulent sabiex il-pazjenta tiġi invistata malajr, u wkoll isiru t-testijiet relatati.  Dan jista jsir billi t-tabib tal-familja jagħmel kuntatt mal-customare care tal-isptar, jew billi t-tabib tal-familja  jagħmel nota lill-konsultent, jew billi t-tabib tal-familja ikellem direttament lill konsulent.

Hija ħasra li t-tabib tal-familja Dr Debattista għażel li jistenna għal-intervista biex jagħmel dawn l-allegazzjonijiet.

Malta is a role model for WHO European members

 WHO Regional Director for Europe, Zsuzanna Jakab, praised Maltas’ achievments in the Health Secotor during these last years.  While addressing members of the press on the occasion of the signing of the Biannual Collaborative Agreement between Malta and WHO, Ms Jakab said that Malta is a role model for the European region and that the advances the country made within the health care sector are remarkable.

Ms Jakab said that since occupying the post of Regional Director she followed closely these achievment in particular in the number of strategies and policies Malta has adopted during these last three to four years.  “This country has adopted a large amount of policies, such as Obesity, Non Communicable Diseases, Sexual Health and Cancer, in such a short time, an indication of efficient health leadership” said Ms Jakab.

The agreement being signed again today is yet another proof of the will Malta has to further improve, and this strengthens the role model Malta has become said the Regional Director.

Joe Cassar, Minister for Health, the Elderly and Community Care said that  collaboration between Malta and the World Health Organisation has been going on  for several years and such agreements result in various projects and initiatives within the  Health department, which were fulfilled thanks to  financial and technical expert advice.  Minister Cassar said that the agreement signed today is part of a six year collaboration agreement between the WHO European Regional office and the Ministry (2008 – 2013), which comprises the period of the World Health Organisation strategic plan. 
 
This agreement with Malta is based on a number of key priorities and takes into account the public health situation in the country as well as the national health authorities contribution. The aim of such Biennial Contribution Agreement (BCA)  is to enforce Health and increase Health distribution Equality in the population.

The chosen priorities for this collaboration for the period between 2012 and 2013 are in the following three areas:

1.     The development of the Promotion of Health and the Disease Prevention strategy.
2.      The implimentation of the National Environment Health Action Plan
3.     The improvement in the necessary resources for the implementation of the strategy which addresses the Health social factors in order to ensure that the Health system reaches everyone concerned in an equal manner.

Ms Jakab concluded the press conference by thanking Minister Cassar and his team for the efforts involved in the organisation and preparation of the 62nd session of the Regional Committee which is being held in Malta between Monday and Thursday.  Between today and tomorrow over 28 Ministers for Health, 480 delegates and 50 accompanying persons are arriving in Malta for the regional committee.  HRH Princess Mary of Denmark who is patron of WHO, Dr Margaret Chan the Director General of WHO, will also be attending


MALTESE PATIENTS TO BENEFIT FROM HISTORIC AGREEMENT SIGNED BETWEEN MALTA AND ITALY

MALTESE PATIENTS TO BENEFIT FROM HISTORIC AGREEMENT SIGNED BETWEEN MALTA AND ITALY


Italian Minister for Health, Hon Prof Renato Balduzzi, and his Maltese counterpart, Hon Dr Joe Cassar, have today signed three historic agreements through which Maltese patients will benefit from specialised health care procedures at Italian hospitals.

Maltese patients suffering from certain complex diseases and in need of specialised care will be referred to Highly Specialized Regional Centres and Hospitals in Italy, to receive the best treatment and management for their condition.

The Minister for Health, Hon Dr Joe Cassar, signed three separate agreements with the Lombardy Region, the Sicilian Region and the Tuscany Region in Italy. These agreements were signed by Luigi Bresciani, Health Commissioner for the Lombardy Region, Massimo Russo, Health Commissioner for the Sicilian Region and Luigi Marroni, Health Commissioner for the Tuscan Region respectively.

All agreements were countersigned and endorsed by the Minister of Health of Italy, Hon Prof Renato Balduzzi. These agreements build upon a previous Memorandum of Understanding signed between the two Ministries in December 2009 and cover the diagnosis and highly specialised treatment of Maltese patients in Italy, the exchange of medical information and research, specialist training for Maltese and Italian health care professionals, the joint participation in medical networks, research programmes and development projects and collaboration in other twinning projects between Italy and Malta.

These agreements open up alternative channels in our National Highly Specialised Referral Programme for patients with complex conditions to be treated in Italy. Some Maltese patients have already benefited from treatment in Italy where patients requiring lung transplants have already been assessed at the ISMETT centre in Sicily.

The Ministry is also working to set up a similar collaborative programme for the treatment of kidney-pancreas conditions in Pisa, and patients have already been sent for assessment and treatment in Milan.

These agreements confirm the Ministry's commitment in continuing to work for the benefit of the Maltese patient and the Maltese public.






Maltese patients and professionals to benefit from reputable experience of health care professionals

During a meeting between the Ministry for Health and Societa’ Italiana Studi Medicina della Riproduzione, a basis for collaboration regarding the Embryo Protection Bill has been established.

In practice this means that the Maltese and Gozitan population will be benefitting from the expertise SISMER has gained throughout the years.  This expertise has established SISMER as a European leader in the field.

Prof Luca Gianaroli and Mr. Diego Gianaroli Scientific Director and CEO of SISMER respectively said that they are proud to be collaborating with the Maltese Government for the best interest of the Maltese population, especially in view of  the new law which will regulate IVF in Malta.

Hon Joe Cassar, Minister for Health, the Elderly and Community Care, Dr Kenneth Grech, Permanent Secretary and Prof Mark Brincat, Clinical Director of Obstetrics and Gynaecology within the same Ministry discussed the details of the collaboration between both parties.

Minister Cassar said that Maltese and Gozitan patients will be benefitting directly from this collaboration.  He said that the fact that the Ministry managed to secure the collaboration of such a reputable organisation as SISMER, is proof of the trust and solid reputation that the Ministry has secured around the EU.

This meeting was held at the Embassy of Malta in Rome, hosted by Ambassador Charles Inguanez.
